Security Policy Alert: TSA Opens LEO Reimbursement Application Process; Submissions due July 15

TSA has posted on SAM.gov the solicitation for applications to provide partial reimbursement of law enforcement officers (LEO) costs associated with on-site, dedicated support of TSA passenger screening operations. As AAAE has previously reported, Congress restored funding for the LEO reimbursement program in the final FY2026 DHS spending bill signed into law in early May. AAAE and our airport members fought vigorously to restore funding for this program after a two-year hiatus.

Applications are due on or before July 15 at 3:00 p.m. EDT; early submissions are highly encouraged. The solicitation includes language stating that late submissions will be considered after the closing date in order of receipt, subject to the availability of funds, and after the applications submitted on or before the closing date are fully evaluated. TSA staff have advised AAAE that, due to limited funding, applications received after the closing date are not likely to receive consideration. Again, early application submissions are highly encouraged.

Airports may also submit questions about the solicitation and application process. Questions are due on or before Monday, June 29 at 3:00 p.m. EDT. TSA intends to provide answers to these questions on SAM.gov as an amendment to the solicitation, for the information of all interested parties.

The solicitation defines airports eligible to apply as Part 139 Airport Certificates holders and State, local, or other public institutions/organizations responsible for commercial airport operations (at airports within their jurisdictions) that have incurred increased LEO service costs due to post-September 11th security mandates. Federal Security Directors will validate the operational requirements needed for eligibility and will also be involved in the review and selection process of eligible applicants. More information about the review criteria and selection process can be found in the solicitation posting on Sam.gov. The solicitation includes three attachments, including an individual Other Transaction Agreement (OTA) template, the required data sheet and project narrative, and the parent OTA terms and conditions. Under the parent OTA terms and conditions, TSA has set the maximum fully burdened hourly rate for reimbursement to $25/hour.
