Airport Alert: House Committee Advances FY26 DHS/TSA/CBP Spending Bill

June 24, 2025

This evening, the House Appropriations Committee approved on a party-line vote of 36-27 its version of the fiscal year 2026 spending bill for the Department of Homeland Security and its component agencies, including the Transportation Security Administration and U.S. Customs and Border Protection. The Committee considered about two dozen amendments that largely focused on border, immigration, FEMA, and cybersecurity matters. No aviation-specific amendments were offered.

As we have reported previously, the House DHS spending bill includes good news for airports with proposed funding of $100 million for TSA personnel to continue monitoring exit lanes at airports, $45.1 million to restore funding for law enforcement officer reimbursement grants, $13.94 million to complete the process of reimbursing airports for the cost of in-line baggage screening systems installed before December 31, 2007, and $213 million for new aviation security technologies like computed tomography at checkpoints.

For CBP, the House bill proposes $122.9 million to hire 450 new officers. These officers are in addition to the 5,000 new officers included in the House-passed budget reconciliation bill.

What's Next?

It is unclear when, or if, the House of Representatives will consider this bill on the floor, or when the Senate Appropriations Committee will begin consideration of its FY26 spending recommendations for DHS.
