Airport Alert: House Approves Measures to Fund DOT/FAA and DHS/TSA/CBP

After a day of vigorous debate, the House of Representatives has just approved two separate measures that would fund DOT/FAA, DHS/TSA/CBP, and other federal departments and agencies beyond January 30 for the remainder of fiscal year 2026, which runs through September. The FY26 DOT/FAA spending measure, which was paired with funding for the Departments of Defense, Labor, and Health and Human Services, was passed on a 341 to 88 vote. The FY26 DHS/TSA/CBP spending bill remains very controversial and only narrowly passed on a 220 to 207 vote.
The Senate is expected to consider the funding bills and two other pending appropriations measures likely as a single package next week, just prior to the January 30 date on which funding for a wide swath of the government is currently scheduled to expire. If the Senate manages to pass these final funding bills as expected, it will close the book on a very long, tumultuous, and disruptive FY26 appropriations process and take the prospect of another government shutdown off the table – at least until the fall.
As we noted in our detailed Alert on Tuesday when the final negotiated DOT/FAA and DHS/TSA/CBP spending bills were released by Appropriations Committee leaders, the final spending levels are incredibly good news for airports. The FY26 DOT/FAA measure includes $4 billion for the traditional AIP account and slightly more than $577.4 million for supplemental AIP funding with $542.4 million of that amount reserved for earmarks. On the security front, the FY26 DHS/TSA/CBP spending bill restores funding for TSA to staff exit lanes, LEO reimbursement grants, and the canine program. It also largely rejects the administration’s proposed reductions to TSA screener staffing levels.
